Housing Rehabilitation Program

The basic objective of the Housing Rehabilitation Program is to improve the housing of income eligible persons in a manner that conserves existing housing stock and contributes to neighborhood revitalization and preservation.
This program is administered by the Economic Development and Housing (ED/H) Division. The Housing Rehabilitation Program is funded by State grant funds awarded to Lassen County by the California Department of Housing and Community Development (HCD) Community Development Block Grant (CDBG) Program.

 

Applicant Eligibility
  Owner-Occupant
 
Applicant must be the owner and occupant of the structure to be rehabilitated, certify that the home is not being offered for sale and is their primary residence.
  Owner-Investor
 
Applicant must be the owner of the structure to be rehabilitated and certify that the home is not being offered for sale.

 

Income Eligibility
  Owner-Occupant
 
Household income must be equal to, or less than, the income guidelines. The owner will be required to provide income documentation, which will be verified by staff during the application process.
  Owner-Investor
 
There are no restrictions on the income of the owner-investor unless the owner is interested in qualifying for a deferred payment loan. Household income must be equal to, or less than, the income guidelines. The owner will be required to provide income documentation, which will be verified by staff during the application process.
  Tenant
 
If a rental is currently occupied, the tenant's household income must be equal to, or less than, the income guidelines. The tenant will be required to provide income documentation, which will be verified by staff during the application process.

Property Eligibility
 
Both owner-occupied and rental residential properties that are located in Lassen County, are eligible for rehabilitation financing. Eligible dwellings include: single-family homes, duplexes, mobile homes on a permanent foundation, and apartment units.

 

Eligible Activities
 
All improvements must be physically attached to the property and permanent in nature. All activities defined under Priorities I thru III must be addressed before Priority IV can be considered. A specific example of each Priority is listed below, but is not limited to:
Priority I - Code Violations
 
  • Electrical wiring, fixtures or systems
  Priority II - Architectural Barrier Removal
 
  • Installation of ramps
  Priority III - Efficient Energy Systems
 
  • Solar technology
  Priority IV - Allowable, Additional Improvements
 
  • Disposal, refrigerator, stove and dishwasher
  Luxury Items - The following are not allowed:
 
  • Carports or garages
 
Financing Limits
 
Eligible owners may qualify for the full cost of the rehabilitation work, with a maximum loan amount of $100,000 in CDBG funds. Except in the following cases:
 
  • For lead-based paint abatement activities and efficient energy systesm there is an opportunity to apply for additional money above the alloted maximum loan amount.
 
Loan Terms and Rates
  Owner-Occupant
If annual household income is below 30% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 0% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 0% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 50% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 1% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 1% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 60% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 2% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 2% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 80% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 3% Interest, 1 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 3% Interest, 1 Year Deferred Payment Loan.
Owner-Investor
 
If annual household income is below 30% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 0% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 0% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 50% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 1% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 1% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 60% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 2% Interest, 10 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 2% Interest, 10 Year Deferred Payment Loan.
 
If annual household income is below 80% of Lassen County's Annual Income Guidelines, adjusted for family size, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 3% Interest, 1 Year Deferred Payment Loan.
  • Loans over $50,000 may have a 30 Year Term, 3% Interest, 1 Year Deferred Payment Loan.
 
If annual household income is above 80% of Lassen County's Annual Income Guidelines, household may qualify for the following loan term:
 
  • Loans under $50,000 may have a 20 Year Term, 3% Interest, Amortized Loan.
  • Loans over $50,000 may have a 30 Year Term, 3% Interest, Amortized Loan.
 
Grants
 
The maximum grant amount is $10,000 per household and will only be offered as funds are available, on individual needs basis and for the following activities:
 
  • Grants are limited to the possible repair and installation of sewer/water systems, where existing systems have failed.
  • Grants may also available to senior citizens and/or disabled persons for accessibility improvements.
 
  • Grants may be available for any activities necessary for removal of environmental hazards.

This program will be implemented in ways consistent with Lassen County's commitment to Fair Housing.
